During emergency curfew hours, youth under eighteen years of age who are in public and unaccompanied by a parent, legal guardian, or a responsible adult who is over the age of 21 years and has care, control or custody of the minor, will be in violation of the curfew and will be detained and subject to a fine, unless the youth is 1) traveling to or from work or school, and 2) can present proof of employment or enrollment.
